Review of previous meeting minutes:
Minutes from the March 9, 2021 meeting were reviewed.  Randy Wolff moved to accept
the minutes.  Bob Ross seconded.  Without objection the minutes were accepted.


ARs:
- Bob Ross to update IBISCHK development contract to include new BIRDs and bugs.

IBISCHK development:
Bob Ross said he had drafted an updated IBIS 7.1 keyword hierarchy diagram for the
Editorial Task Group, but it would also be useful for us.  Bob showed the hierarchy
diagram and described it.  The hierarchy had new content in red.  Bob said [PDN Model]
could occur multiple times.  [C Comp Model] and [*EMD*] also were new.

Bob showed the new IBIS-AMI parameters document.  Mike LaBonte suggested new wording for
BCI_Training_Mode, but that was a matter for the Editorial Task Group.  Bob discussed
novel parsing requirements for various AMI parameters.  Bob said BIRD201.1 may or may
not be included in IBIS 7.1.  He said Format List for Type Boolean in the BIRD210 AMI
parameter was awkward.  Mike agreed, saying Format List should not apply to Type Boolean.
Format List was only for "free form" values such as strings and numbers that were not
inherently limited to a fixed set.  Boolean inherently had only True and False values.

Bob showed draft 5 of the IBISCHK710 contract.  BIRD210 was marked tentative because
the BIRD had not yet been accepted. Bob was considering grouping BIRDs by concept such
as AMI.  Mike felt doing so would have only small value.

Mike said he had reviewed IBIS 7.0 and found that it allowed Corner, List, Table, and
Value for Type Boolean.  He felt List was the only of those that was hard to understand.

Bob said there was material that still needed to be cut from the draft.  The draft had
syntax rules for BCI_Training_Mode.  A list of error conditions included the case where
BCI_Training_Mode would have value "Both" for Value Format.  Mike asked if the BIRD,
or if IBIS, really disallowed that.  That case seemed odd because the BIRD stated that
Format could be Value, and Format Value always had only a single Value.

Mike asked when we should ask for a quote, and how to treat BIRD210.  Bob said the
developer would be able to see IBIS 7.1 WIP drafts to help estimate, once a draft was
posted online.  He said the contract draft did not yet cover IBIS-ISS and Touchstone
parsing for linkage checking.  He felt that might require a second document.  Bob felt
there was a lot of work to be done.  Bob wanted to include BIRD210 in the quote even
though it was not yet accepted.  Randy said that was a small change with almost no
impact anyway, just one IBIS-AMI parameter.

Bob said he intended to write a second contract for BUG214 and BUG215.  Mike asked
if the contracts would have to be paid separately if developed at the same time.
Bob said that might be required, but that was not certain.  Bob said he would specify
linkage checking for prior IBIS versions.
